MISSION STATEMENT

The purpose of the Wilkes-Barre City Health Department is to prevent disease and to promote and protect the health of Wilkes-Barre City residents. The department does so by assessing the needs of the public, offering public health services and creating sound public health policies.

Fall 2016 Flu Clinic Information

The Wilkes-Barre City Health Department is responsible for the health and well-being of Wilkes-Barre residents. Services are provided free of charge, or at a minimal charge, at the Health Department’s main office at 71 North Franklin Street. The health department is funded by federal, state and city monies.

The Wilkes-Barre City Health Department is organized in 4 bureaus.

1. The Bureau of Administration and Support Services is responsible for planning, developing, implementing, delivering and assessing public health programs in the city of Wilkes-Barre.

2. The Bureau of Personal Health consists of communicable disease control and clinical services.

3. The Bureau of Environmental Health is responsible for environmental protection and control, institutional sanitation and animal control.

4. The Bureau of Preventive Health Services provides health promotion and disease prevention services.

In an effort to promote the health of the city, the health department collaborates with local hospitals, public health consortiums, health related agencies, health care providers, businesses and managed care groups. Sharing the commitment to quality public health is critical to the effectiveness of local health improvement plans.

BUREAU OF ADMINISTRATION AND SUPPORT SERVICES

The Wilkes-Barre City Health Department’s Bureau of Administration and Support Services is responsible for planning, developing, implementing, delivering and assessing public health programs. These programs require specific time-bounded objectives and have evaluation mechanisms in place that gauge their success or failure. The Administration and Support Services Bureau assures that all health department services are delivered in accordance with current standards of public health practice. The bureau is made up of health professionals, in conjunction with the medical director and Board of Health.

BUREAU OF PERSONAL HEALTH

The Bureau of Personal Health Services provides a wide range of services to promote and protect the public’s health. Community health nurses provide services both at the clinic site and in the community. The nurses identify individual and family health needs and coordinate services to meet those needs.

One of the divisions of the Bureau of Personal Health is the Communicable Disease Program. The Communicable Disease Program focuses on the following components:

  • General Communicable Disease Control
  • Community Immunization
  • Sexually Transmitted Infection Control
  • HIV/AIDS Program
  • Tuberculosis

BUREAU OF ENVIRONMENTAL HEALTH

The Bureau of Environmental Health Services is responsible for protecting the City of Wilkes-Barre from unhealthy environmental conditions. The presence of environmental health hazards poses a threat to the public health and safety of the community.

The Bureau of Environmental Health Services implements the following programs:

  • Food Establishment Inspections
  • Solid Waste Management Program
  • Vector Control Program
  • Water Pollution Program
  • Childcare Facility and Safety Program
  • Public Bathing Places Program
  • Schools Program
  • Animal Control

BUREAU OF PREVENTIVE HEALTH

The Bureau of Preventative Health promotes healthy lifestyles and the prevention of diseases through education, assessments and screenings.

LICENSING

The Wilkes-Barre City Health Department enforces public health requirements by providing inspections for the following establishments: bakeries, caterers, carrier pigeon, family care/group care, restaurants, tattoo and body piercing. The Health Department also provides reviews and other services to ensure that quality health and safety standards are maintained.
